Requirements to Be Considered “Highly Qualified”
The “Highly Qualified” standard must be met to be considered for a position as an instructional assistant in all schools that are designated as Title 1. For schools not designated as Title 1, the “highly qualified” standard is not required at the time of initial employment but must be met within two years. Employees who are hired on or after Jan. 7, 2021, will be given the remainder of the current school year plus an additional two years to meet the Highly Qualified standard.
To be considered “highly qualified”, you must meet one of the requirements below:
A four-year degree from an accredited college/university (must have a copy of your official transcripts confirming the degree, or an international education evaluation if you hold a degree from another country)
OR
A two-year degree from an accredited college/university (must have a copy of your official transcripts confirming the degree)
OR
At least 48-semester credits from an accredited college/university:
- For semester hours, each semester hour is equivalent to 1.5 CEUs
- For quarter credits, you can determine the semester value by multiplying the number of credits by .67
- You must provide a copy of the official transcripts confirming your credits.
OR
At least 96 documented continuing education hours earned AFTER January 8, 2002, AND passing WorkKeys assessment scores on Workplace Documents (reading), business writing and applied mathematics. Please note that in calculating college/university semester credits to CEUs, 1 semester hour equals 1.5 CEU. Passing scores are a four (4) in reading and math and a three (3) in business writing. All this information must be confirmed by official documentation from the agency where you earned the hours and took the assessments.
WorkKeys assessments can be taken at a number of testing centers. To find the testing center closest to you, visit the ACT WorkKeys website and enter your zip code. All testing centers within a 100-mile radius will be listed. You can test at any site available.
OR
If you met the highly qualified standards in another state, an official letter from the school district’s Human Resources office is needed stating you met the “highly qualified standards”. Wake County will review this information and determine if it meets North Carolina Highly Qualified standards.
