The section below shows feedback from community engagement sessions and impact area maps. This section will be updated with feedback from community engagement sessions held in the spring of 2024. The impact area maps provided are for informational purposes only. The marked areas are intended to indicate areas that the opening of a new school nearby MAY impact. - Consider opening the new high school on a multi-track year-round calendar to acknowledge the continued growth in the region and support existing multi-track year-round feeder patterns in the area
- Concerns about the breadth and depth of course offerings that will be available at the new high school, particularly in the first few years, want assurances that ensure students have access to a full complement of academic programs; important to share this information as early as possible with families
- “Communities build schools and schools build communities,” work to assign neighborhoods and communities to proximate schools
- Be mindful that families in Morrisville have limited access to traditional calendar schools at the elementary and middle school levels
- Consider the size of cohorts moving into the new school from existing schools and/ or middle schools - desire to have sufficient cohort continuity for students as they transition to 9th grade at a new school
- Be mindful of current transportation routes and ride times, consider these when developing the attendance area for the new school in support of more efficiency/ reduced route times
- Consider how the new school will be staffed, ensure a mixture of experienced staff members alongside new(er) staff members
- Share plans for routing carpool and bus traffic at the site, acknowledging that it shares space with Parkside Elementary; be mindful of the impact of having a high school located on the same campus as a multi-track year-round elementary school
- Clarify and share stability rules as early as possible to help families better understand the options/ impacts for their family

Eastern Wake Area
Eastern Wake Area Public Engagement Session - March 27, 2025
Below is a summary list of responses, in no particular order, captured from participants to the question: What should district leadership consider when determining the best way to manage enrollment growth in your community?
- To address continued enrollment growth in the region, consider making Lake Myra Elementary a multi-track year-round school
- Concerns about the impacts of local charter schools on fluctuating enrollments at district schools during the school year, specifically how this may negatively impact funding for the district schools
- Consider the potentially negative impacts of having limited access to magnet seats in the region, families may elect to leave the district if not selected for their preferred magnet school
- General concerns about the rise in homeschool students in the region having a potentially negative impact on enrollments at district schools
- Consider adjusting the existing boundary lines for schools in the region to support/ manage new growth (0 dots)
- If major changes are required to prepare for/ respond to new growth, try to “Go Big” and get everything adjusted at the same time, avoid feeling a sense of “worry” each year about annual changes/ adjustments (0 dots)
- Review calendar and bell schedule conflicts in the region for families with students at multiple levels, misalignment causes challenges for families
- Acknowledge that transitioning to multi-track year-round at a school is a way to add capacity relatively quickly in the region
- Be mindful of the traffic/ congestion issues related to the location of Wendell ES
- Encourage work to increase safe pedestrian/ bike access to schools, particularly at the elementary level
- From a staff perspective, be mindful of the impact of operating calendar changes on the frequency and timing of paychecks; changes to these cycles require advanced notice so staff can properly plan
- From a staff perspective, recognize that staff would appreciate being part of planning discussions, often feel as though they hear about these discussions from parents first
- Knowing that Zebulon Elementary and Wakelon Elementary are located along the eastern edge of the county and are both experiencing high enrollment growth, consider adjusting their boundaries to provide relief from crowding/ overcrowding
- Acknowledge that when all schools in a region are equitable, families are more willing to accept changes in school assignments

Apex Area
Apex Area Public Engagement Session - March 25, 2025
Below is a summary list of responses, in no particular order, captured from participants to the question: What do you think district leadership should consider when reviewing feeder pattern assignments, and addressing elementary crowding, in your community?
FP = comments captured specific to feeder pattern concerns related to the recently approved reassignments into Baucom Elementary that take effect in the 2025-26 school year
- If a school like White Oak Elementary becomes multi-track year-round for capacity purposes, families are concerned about calendar misalignment for middle school
- FP: The traditional elementary to multi-track year-round middle to traditional high school feeder pattern is unacceptable
- FP: There is a small cohort following the Baucom ES - Lufkin Road MS - Apex Friendship High feeder pattern, consider improving this feeder pattern for affected families
- Concerns about the inefficiencies and challenges of operation Turner Creek ES under capacity, while acknowledging that nearby White Oak ES continues to be overcrowded and capped
- Concerns about the impacts on schools that serve as overflow schools for capped schools, examples included the ‘ping-pong’ effect as students are called back from waitlists and the fluctuations in enrollment experienced by the overflow schools
- Consider providing families with sufficient notice if a calendar change for any school is considered, allowing ample time to prepare for logistical changes
- Be mindful of the calendar of other school levels in a given assignment area, reiterating a desire for calendar continuity when possible
- Provide generous stability options for families impacted by any future reassignment recommendations
- Consider new/ newer residential developments when identifying neighborhoods to be reassigned out of established schools
- FP: Lingering concerns about the impacts of family decisions ALREADY made based on the current assignment decisions in the region
- FP: Be mindful of CURRENT stability transfers when building recommendations for future changes in assignments
- Concerns about funding impacts for schools that are under-enrolled, examples include collapsing class sections when enrollment is insufficient to support the existing master schedule
- Concerns about general resource constraints, such as not enough money for paper, when student enrollment is low at a given school
- Take note of the reality of the differential in the distribution of resources to schools that are based on student ‘headcounts’
- Concerns about the impacts to market share for overflow schools
- Concerns that some developers share inaccurate information about school assignments with new homeowners, leading to disappointment and/ or confusion for new families
- Be mindful that turnover in some schools is already an issue, will changes to the operating calendar or base area further exacerbate this challenge
- FP: Note that Pearson Farms and Dogwood Ridge are part of the same HOA, yet are zoned to different schools at all three levels. Can these assignments, particularly at middle and high school, be more aligned with each other?

North Raleigh Area
North Raleigh Area Public Engagement Session - March 20, 2025
Below is a summary list of responses, in no particular order, captured from participants to the question: "What do you think district leadership should consider when reviewing feeder pattern assignments in your community?"
- Consider allowing students impacted by reassignments to finish at their current/ same school, especially middle school students
- When reviewing assignments, take distance and walkability to the school from a neighborhood into consideration, and allow families in the same neighborhood to be assigned to the same school
- The district is encouraged to partner with municipalities to continue to increase access and improve safety for students who walk and/ or roll to school
- With Pine Hollow Middle converting to a traditional calendar for 2025-26 and Barton Pond Elementary students currently having four different middle school assignments, consider re-aligning middle school assignments to improve consistency for cohorts moving on to middle school
- Understand that calendar consistency for families, particularly K-8, is important to most families
- Families prefer that siblings be allowed to feed into the same schools over time
- Ensure that all schools have sufficient support services to serve their student populations, concerns that a “1 per school” formula may disadvantage school with larger student enrollment numbers (i.e. School Social Workers, School Psychologists, etc)
- Consider the impact of changes in assignment for students with IEPs, 504s, etc., when developing stability transfer rules
- When recommending school assignment changes for an area, consider the impact on students related to changes in access to specialized curriculum, electives, etc.
- When capping is necessary to support overcrowded schools, clearly share information with families about the capped/ overflow school partnerships, especially bus route/ ride time information
- Specific to individual transfer requests/ appeals, how are medical concerns considered in these processes?
- Consider the impact of assignment changes on school-based structures such as PTA

- When developing the attendance area, be mindful that many families would like to remain in their local area for school and avoid lengthy bus rides
- Some families feel that choice options are limited/ restricted (i.e. magnet, calendar, etc.)
- Recognizing crowding is an ongoing issue, consider changing current track 4-only schools to multi-track year-round to add capacity at existing schools
- Consider factoring in the current track assignments of existing families when making assignment recommendations for the new school
- When developing site management plans, be mindful of safety concerns related to bike and pedestrian access to the campus
- Consider assigning those that live near the school to the new school
- Clarify how the continued crowding at some of our elementary schools will impact middle schools in our area in the future
- Many students in the current potential impact area are already assigned to year-round elementary/ middle schools, keep that in mind when determining the calendar for the new school
- Be mindful of the impact of mismatched calendars, particularly K-8, on families when determining the calendar of the new school and aligning middle school feeder patterns in the area
- Consider assigning the Crooked Creek community to the new school. This community is very close to the new school and would help maintain a sense of community

- Be mindful of the additional traffic and congestion along at the US 401 & Wagstaff Road intersection and at the Wagstaff Road & Bowling Road intersection that will come with the opening of the new school
- When developing site management and carpool plans, work to reduce the number of vehicles accessing the same exit path at one time
- When determining the calendar of the school, consider the impact on K-8 calendar continuity for families
- When determining the calendar of the school, consider the recent reassignment and calendar changes already experienced by families that were assigned from Willow Springs ES (multi-track year-round) to South Lakes ES (traditional)
- Be mindful of the increased costs associated with track-out camps as compared to summer camps when determining the calendar for the school

- Take into consideration the equity of academic programs and extracurricular activities offered at the new high school as compared to neighboring high schools
- Take into consideration maintaining access to academic academies for students assigned to the new high school
- Knowing that the new school will open with only 9th and 10th grade…
- When developing stability rules, consider allowing rising 9th and 10th-grade siblings of existing rising 11th and 12th-grade students who will not be reassigned the ability to join their older sibling and be assigned to their older sibling’s school
- When developing stability rules, consider allowing younger siblings to have access to the same level of district/ bus transportation as their rising 11th and 12th-grade sibling(s) who will not be reassigned to the new high school
- Consider expanded stability options for rising 10th graders and consider opening the high school with only 9th-grade students
- Be mindful of traffic and congestion issues, in particular for those that would be required to make a left turn onto New Hill Road where new commercial properties are being built and adding to existing traffic congestion
- Take into consideration the ability of families to support students in extracurricular/after-school activities if the school is far/ a long commute from their family home
- Be mindful of the impact on young/ high school drivers and the variable speed limits that exist along a commute path to the new high school
- Take into consideration the impact of commercial development in the area on travel time and congestion and how these may add to the complexity of the commute path to the new high school
- Be mindful of the existing congestion and traffic concerns along Highway 55 and the impact of the roadway restrictions on left-hand turns
- Take into consideration the need for high-quality teachers to staff the new high school while maintaining high-quality teachers at existing schools
- Be mindful of the financial impact on families if the commute path requires families to use toll roads to get to the new high school
- As the site plan is finalized, take into consideration the access points to the school and the existing congestion along Stephenson Road
- As the site plan is finalized, take into consideration the specific safety needs of the new high school throughout the school day
- Take into consideration that one parent’s estimate of yearly round trip costs for parents opting to provide before-school drop-off and after-school pick-up using toll roads is $244.80
- Take into consideration the potential for operational inefficiencies with bus transportation when changing the assignment of an existing neighborhood to the new high school and the potential for bus routes to the new high school to be longer than current bus routes to an existing high school

- As the school entrance will be located near a community center, there are already multiple bus stops near the school's entrance for other schools, and there are little to no sidewalks currently in this area, and traffic related to 540 in the area is expected to increase, please consider staff (perhaps partner with local law enforcement) to support traffic management during arrival and dismissal times
- There is concern about the lack of magnet options in this region of the county
- Be mindful that the current roadway infrastructure near the school is insufficient to support the increased traffic a school will bring, and share any details about road widening or traffic signal installation that may be coming in advance of the school opening
- Work to align the calendar of the new elementary school with the middle school it will feed into to provide K-8 calendar alignment for families
- As the school will be co-located on a property that also holds a community center, concerns related to the interaction of traffic and use of parking lots, and ingress and egress alongside roads that are only meant to support residential traffic such as Brushy Meadows, consider installing gates to limit movement along these routes outside of school hours
- Be mindful to develop appropriate site management and carpool plans to address traffic concerns related to sharing the entrance with the community center
- When developing the assignment area recommendation, work to ensure bus routes will be efficient and that any ‘walk zones’ to other schools be allowed to remain at their current school
- Provide information related to the school’s bell schedule as soon as possible

- Be mindful of the recent assignment changes at the elementary level to Pleasant Grove Elementary and the impact on those students that have stability transfers at Parkside Elementary or Alston Ridge Elementary; cohort continuity as these students rise into 6th grade is important
- Work to maintain K-8 calendar alignment (multi-track year-round OR traditional) for base school assignments
- Consider the possibility of allowing ‘legacy’ transfers for students who have older siblings attend a particular school; families build relationships with school staff, PTA, etc.
- Work to allow areas that are within safe walking and biking distances to remain assigned to their current school; reduce the need for additional bus routes
- Be mindful of the impact of school assignment changes and district practices for notifying families of school assignments on the mental health of students
- Work to expand stability rules to allow any student, regardless of grade, to remain at their current school if their address is assigned to a new or different school
- Recognizing there is a need for new school construction to address continued growth in the district, be mindful of the renovation needs of existing schools and budget for these needs as well

- Recommendation to consider “proximity” as the highest ranked priority in making assignment recommendations
