Final Draft Approved
On Nov. 26, the Board approved the 2025-26 enrollment plan. This plan focuses on opening Bowling Road Elementary, Pleasant Plains Elementary, Rex Road Elementary, and Felton Grove High. The plan also includes base assignment changes, calendar application changes, and other recommendations to relieve capped and overcrowded schools, while filling underutilized schools.
Based on direction from the Board during their meeting on Nov. 26, Bowling Road Elementary will open on a traditional calendar for the 2025-26 school year. Watch the discussion and vote on YouTube. Under approved stability rules, some students will be able to stay at their current school without district-provided transportation. Families may submit a request to stay at their current school from Dec. 5 until Dec. 19.
Feedback Review and Updates
Feedback from the initial draft of the enrollment proposal was presented on October 15 during the Board's work session. Based on input from staff and families, we are recommending some changes to the initial draft.
- Stability rules: Allow students rising into 10th grade who are verified participants in the Academy of Engineering or Academy of Information Technology to be eligible for a stability transfer (no district-provided transportation) to remain at their current school and continue participating in their respective programs.
- Pleasant Plains Elementary: Adjust recommendations to assign Depot 499 to Pleasant Plains Elementary. Also, the portion of Bella Casa and Holland Farms that were initially planned to shift from Scotts Ridge to Pleasant Plans will now remain at Scotts Ridge.
- Carroll Middle: Based on feedback received, staff will recommend removing this reassignment from the current plan.
- Calendar application changes: For consistency, identify Apex Middle as a traditional calendar application option for families in the area recommended to be reassigned from Olive Chapel Elementary to Baucom Elementary. Other impacted areas already have this option.

Initial Draft
On September 3, 2024, staff members presented the first draft of a new Student Enrollment Proposal to the Board of Education. The proposal includes proposed school assignment changes for the 2025-26 school year. Overall, we anticipate that only a small percentage of students will be affected by this proposal. This is the beginning of a community conversation that is scheduled to conclude with the school board adopting a final plan on November 26. Watch the presentation on YouTube.
Why is this proposal necessary?
This year's student assignment proposal focuses on opening Bowling Road Elementary, Pleasant Plains Elementary, Rex Road Elementary, and Felton Grove High. Also, the proposal includes base assignment changes, calendar application changes, and other recommendations to relieve capped and overcrowded schools, while filling underutilized schools. Many of these changes will allow students to attend a less crowded school and to have shorter bus routes.
The Board will also discuss options that allow families affected by this proposal the opportunity to apply for a stability transfer to remain at their current school without district transportation. Review the stability rules.
