- UPDATE TO RESPONSE - Frequent Reassignments: The last base assignment change for this area occurred in 2022 when students were reassigned from Scotts Ridge Elementary to Apex Friendship Elementary. We recognize, however, that some families may have experienced additional changes due to capping, choice applications, or other individual circumstances. Families that fall outside the stability rules will be able to submit requests through the hardship transfer process, and staff will review such requests following the guidelines provided in Board Policy 4150.

UPDATED - Transportation Considerations: While a sidewalk and greenway connect the neighborhoods to the current school, these neighborhoods are not located in a “no transportation zone” for Olive Chapel Elementary as determined by the district’s Transportation Department. District transportation will remain available to the designated base school for these neighborhoods, regardless of any changes to their base assignment.

- UPDATE TO RESPONSE - Planning Process: As described in prior presentations and detailed on the district website's Assignment Planning webpage, the planning process is structured into six key steps. Each year, this process begins with the release of the annual student membership forecast, which most recently occurred in February 2024. To keep families informed and engaged, the district initiated discussions with impacted communities as early as March 2023, well before the release of the initial draft of the plan. In addition to these early engagement sessions, we continue to maintain and update resources, forecasts, and relevant information on both the Assignment Planning webpage and the Enrollment Proposal page. These resources are available to help families understand the data and guiding principles behind each recommendation, and district staff hosted information sessions for families to help them with questions throughout the process.

We initially heard from a neighborhood last year asking for the transition from Carroll to Leesville, but we acknowledge that other families now have differing preferences.
- Planned Adjustment: Based on the feedback we have received, staff will recommend removing this reassignment from the current plan. We will continue to engage with this community in the development of future enrollment plans to ensure the best alignment between schools and family needs.

Historical Context: When the district first introduced both traditional and year-round calendars, we aimed to provide transportation to traditional calendar alternatives for families assigned to a year-round school, and similarly, families at traditional schools had the option to request year-round schools with transportation. Due to the ongoing bus driver shortage, running separate routes for traditional and year-round options in the same area is no longer feasible system-wide.

Efforts to Streamline: In recent years, we have worked to reduce the strain on our transportation system by gradually removing transportation to ‘opposite’ calendar options for many families. We realize this shift has been challenging, and we are mindful of the impact this may have on family routines.
- Current Options: Families are still welcome to request transfers to ‘opposite’ calendar schools through our transfer process, but transportation will not be provided. We genuinely understand that this may create challenges for some families, and while we cannot guarantee approval for all requests, we are committed to working with families within policy and capacity limits to support them as best we can.

Year-round Continuity: Families who request a stability transfer to remain at their current year-round elementary school (Olive Chapel or Salem) will still have K-8 calendar alignment, as they will remain base assigned to Lufkin Road or Salem Middle (both are year-round) for the 2025-26 school year.
- Planned Adjustment: For consistency, identify Apex Middle as a traditional calendar application option for families in the area recommended to be reassigned from Olive Chapel Elementary to Baucom Elementary. Other impacted areas already have this option.

That means that there isn't a calendar application school offered for your address that will provide transportation. Families may apply to any school during the transfer process and, if approved, they wouldn't receive district-provided transportation. More information is at the bottom of this page.

Board Policy 4150 guides the development of annual enrollment plans. This policy includes 4 pillars: student achievement, stability, proximity, and operational efficiency. Eligible families received an email on Nov. 27 with their stability options. Review the options. We will send eligible families an additional email when the portal opens on Dec. 5. If you did not receive an email and you believe that your family is eligible for an appeal, contact your school to ensure that your email is accurate in PowerSchool.

Accordion Item 3: If I submit a Stability Transfer and later determine I cannot provide transportation or would rather have my student attend the newly assigned school for our address, can I ‘undo’ the transfer?
During the official request for transfer period (Mar. 3 - 14) families may submit a ‘back-to-base’ transfer request. If the school requested is not capped, the request will be approved by staff in accordance with Board Policy 4150. If the requested ‘back-to-base’ school is capped, we cannot guarantee that the request will be approved as such requests will be reviewed on a case-by-case basis in accordance with Board Policy 4150

If a student is eligible for a stability transfer (review the proposed stability rules) AND an application is submitted during the designated Stability Transfer application period (late November - early December), the request will be approved. Please note, that requests submitted after the Stability Transfer application period are NOT guaranteed and will be reviewed on a case-by-case basis in accordance with Board Policy 4150.

Stability transfers are valid through the terminal grade of the school.

Accordion Item 8: Why won't there be district transportation provided for stability transfers?
Base attendance areas proposed to be impacted by this proposal are projected to continue to grow in the next several years. Capping the schools was not recommended due to the inefficiency it causes with transportation. If we are reassigning the area to another base school, offering bus service for Stability Transfers will put an additional burden on the routing system.
